The framework agreement is published once. The actual order comes later as a call-off or mini-competition, often with a very short deadline. If you missed the original notice, you are out for the whole term.

CPV 48 and 72 are too coarse for your portfolio

A specialist application, a network migration and a licence purchase can carry the same CPV code. Keyword searches therefore return hundreds of hits or miss the actual description of the work.

Eligibility is decided before the bid

ISO 27001, BSI IT baseline protection, vendor certifications, minimum turnover and references are required per lot. If a requirement only surfaces while you write, the deadline is usually too tight for a bidding consortium or for relying on a partner’s capacity.

Large lot procedures take time for little relevance

Frequently asked questions

Mainly four main groups: CPV 48 (software packages and information systems), CPV 72 (IT services, consulting, software development and support), CPV 30 (office and computing machinery) and CPV 32 (radio, television, communication and telecommunications equipment). In practice that is not enough. Specialist applications for public administrations regularly appear under the subject codes of the buying body, for example in health or transport. Research by CPV code alone misses these procedures.
Call-offs and mini-competitions within an existing framework agreement are usually not advertised EU-wide again. They run directly between the buyer and the framework partners already admitted. Access is therefore won at the original procedure. In practice: watch framework agreements and prior information notices in your market segment, treat the award of the framework agreement as the real sales goal and track end dates in your calendar, so you are prepared when it is tendered again.
EVB-IT are the Supplementary Terms of Contract for the Procurement of IT Services, developed by the German public sector together with industry. They come in several contract types, among them purchase, transfer of use, maintenance, services, development, system delivery and cloud services. The type chosen sets the performance obligations, liability for defects, duties to cooperate and the structure of the annexes. For pricing, the contract type therefore matters as much as the description of works itself.
