Most often CPV 79 (business services, including management consulting, marketing, recruitment and staff placement) and CPV 80 (education and training). Research-related consulting and studies also appear under CPV 73. The boundaries are fluid: an organisational consulting contract with a training component can be published under 79 or 80 depending on the buyer, which is why searching the description of the work is more reliable than searching by code alone.
In a framework agreement the buyer first signs a contract with one or more companies on the terms of future individual orders, without fixing the exact quantity. If several companies are admitted and not all terms are set, each individual order is then awarded through a new competition between exactly these framework partners. Check early, too, whether the buyer allows reliance on another company’s capacity or a bidding consortium, because that affects your lot strategy.
