If the estimated contract value reaches or exceeds the EU threshold for supply and service contracts, European procurement law applies, which in Germany means the VgV. Below it, the UVgO or the procurement law of the federal state applies. The European Commission adjusts the thresholds every two years by regulation, so always check against the value currently in force. Note also that similar planning services may have to be added together when the contract value is estimated.
